Charter of the Central Party of Azerbaijan

* General notions;
  1. The official name is the Central Party of Azerbaijan, in English (Azerbaijan central party), in Persian (hezb central Azerbaijan), abbreviated as ACP.

1-2: ACP is a political, cultural, and social organization founded on the freedom, democratic life, material and moral support of the South Azerbaijani Turks.

1-3: ACP is a juridical person, has a logo, a stamp, a profile.

1-4: ACP cooperates with all democratic, legal, public, political, and international organizations, based on the principles envisaged in the statute.

1-5: ACP is a party based on democratic, pro-freedom, human rights, freedom of belief, the right of self-determination and the right of nations.

* Main goals:

2- ACP is a key factor in the cultural and political struggle for self-determination for all nations.

2-1: Southern Azerbaijan is to be a part of the Turkish nation in the fight against chauvinism, racism, religious oppression, social and economic injustice, human rights violations and terrorism.

* Rights and activities of the party:

3- It is possible to cooperate with all cultural, political organizations, parties, associations, and organizations in South Azerbaijan and beyond its territories for the benefit of our nation and party.

3-1: Releasing information about activities and goals freely and use all legitimate media for this purpose.

3-2: Holding press conferences.

3-3: Organising conferences, round tables, seminars.

3-4: Building relationships with international institutions and organizations.

3-5: Signing contracts and agreements.

* ACP Profits and Resources

4-1: Membership fees

4-2: Volunteer Patriots and Support of Party`s friends

4-3: Income from ACP-supported agencies

* Membership

5: Membership in AMP is individual

5-1: Any person over 18 years of age may be a member of the ACP, depending on any South Azerbaijani ethnicity, religion, gender or nationality that accepts ACP’s regulations and charters.

5-2: To become a member of the ACP, just fill out a form and submit it to the party’s board.

5-3: The decision on membership is only made by the board.

* Members’ fees

6: Each member has the right to choose and be elected.

6-1: Participate in ACP activities.

6-2: Discussing and criticising of the ACP’s political views and activities freely.

6-3: Participation in the Assembly.

6-4: Each member must file a written appeal of the other member, board or party body to the control and inspection committee.

6-5: In order to be a candidate for the party’s board, each member must work in the party for at least one year.

* Duties of members

7: Each member must obey the charter.

7-1: Members should clearly spread the party’s goals and objectives.

7-2: Quitting membership and discharging

7-3: If membership is terminated by the decision of the board of directors, the decision should be respected and the member can make a written appeal.

7-4: Paying membership fees

7-5: Protecting the party`s data.

*ACP`s administrative bodies

8: Assembly, Board of Directors, Supervisor, Executive Assistant, Spokesman, Secretary, Organization Officer.

8-1: Assembly

8-2: Assembly is the supreme governing body of the party, which is held every two years.

8-2: The board and the leadership of the board are sufficient to meet in the extraordinary assembly.

8-3: Assembly is the sole source of adoption or amendment of the party’s charter.

8-4: Assembly elects the board by secret ballot.

8-5: Assembly may adopt statements and resolutions.

8-6: Assembly elects the supervisor of the party, accepts or rejects the resignation of the supervisor, or has the right to expel the supervisor from the group.

*Board of Directors

8-7: The Board of Directors consists of seven members, and increasing the number of members is only assembly`s right.

8-8: The board is elected during every assembly.

8-9: The Board has to make a decision within 7 days for all proposals and complaints.

8-10: The board is sent to the party leader to decide all decisions.

8-11: The board controls the Audit and Investigation Committee.

8-12: If any member of the board does not attend more than 3 meetings without giving any reasons, the board abolishes the membership by voting and elect a new member based on the majority vote at the assembly, thus sending it to the head for approval.

* Supervisor

8-13: Supervises the activities of the party.

8-14: The supervisor is elected by the majority of the Assembly for a two-year term.

8-15: The supervisor makes a statement on behalf of the party and holds meetings on behalf of the party.

8-16: Leader cannot act as a member of the board at the same time.

8-17: The manager may choose secretaries and advisors

8-18: If the Leader is unable to perform his duties for any reason, his tasks shall be performed by the Board until the Assembly.
